Attending Comm: Paul Guenzler, David Lake, Bruce White, Trent Coleman & Janette Rosman
Nobody Absent:

BIA: Koshon LaCount. BIA attended our meeting. Things are on track, discussing quota. BIA hopes to make it thru August with Irrigation Water. No information regarding new manager when she will be coming. Contractor needs to come back and fix Valley View screen. Falls Creek has a fracture, Ninepipes and Kicking Horse looking good. Water continues to come into Kicking Horse. Crow and Pablo lacking water, not worried about filling. Hot Springs is almost out of water.

May Minutes: Motion was made by David Lake to accept May minutes, Janette second. Passed
Special meeting Minutes June 19th: David Lake moved to amend the minutes and vote on them in July. Bruce second. Passed.

Warrants: David Lake made motion to accept warrants, Trent second. Passed. June Warrants were: Cincinnati Insurance Co., $3,166.00, Click Here Designs $55.00, Five Valleys Law $1125.00, US Treasury (payroll tax deposit) $373.94, Whaley Accounting $750.00, CNA Surety $100.00, Mileage for commissioners, January thru June and monthly meetings: Paul Guenzler $846.20, David Lake $1307.10 (includes CITT meetings), Trent Coleman $684.00, Bruce White $1170.40, Janette Rosman $1161.20 (includes mileage to and from to Polson on monthly meeting days) Payroll for Janette Rosman, January thru June: $1975.53. Total $12,714.37. Admin account: $476.350.00. O&M Account: $1,811, 879.00

Two bids came in for Local Government Services Audit 2023-2024 October 31 fiscal year. Kim Dare, Wipfli, bid was $22.000.00 with anticipated completion date September 2025. Nicole M. Noonan $17,400.00 letting commissioners know she will have it completed October 31, 2026. Trent made motion to accept Noonan bid. Paul second. Passed. Cassie checked and late fee was $100.00 regarding Noonan submitting audit October 2026.

Assessments for Lake & Sanders County: Resolutions were filed in Federal Register under Flathead Indian Irrigation fees and set by BIA for 2026:
Resolution 2025-2 Basic per acre rate $44.00. Motion, Janette, 2nd David. Passed Resolution 2025-3 Rate for Admin fees ZERO. Motion David, 2nd by Trent. Passed., Resolution 2023-4 Minimum charge per tract $200.00, Motion by Trent, 2nd Bruce. Passed

Resolution 2025-5 Basic Rate for Acre-B 2025 rate $19.50. 2026 rate $22.00 presented on Federal Register will be presented and voted on at July 23rd meeting.

Commissioners worked on 2026 Admin Budget during meeting. David Lake made motion to table Admin budget (it was an action item in June) and place on July agenda as an action item. Paul second. Passed.

Public comments: Bruce asked,” What has changed with NW Power Energy”? Dan asked, ”How do we get NW Power energy information regarding water flows?” “What standards do they have to abide by?” There were no answers. Duane asked, ”Any, idea about project & Winn Act dollars paid for Falls Creek and when will CITT be moving forward with Projects in Charlo?
Someone stated Government offices and Tribal Council are still negotiating the Pumping Plant dollars.
