Following concerns of FID commissioners.
Attending Commissioners: David Lake, Paul Guenzler, Bruce White, Trent Coleman and Janette Rosman.
Absent: No one.
Pledge Allegiance.
Agenda was Amended at beginning of meeting to include payment to LGS for O&M funds over $2.5M.
LGS warrant for $1300.00. Motion made by David and second by Bruce. Passed.
BIA: Eric Bruguier, Project manager, has been working diligently in hiring ditch rider, office staff (land tech), and hiring of employees is moving forward. Weather is looking good and they are catching water, some are working week ends. Skye Cooley sees monthly changes in reservoirs and they are maximizing everything they can catch. He estimates they are a week away from distributing water.
CITT: Casey Ryan shared chairman of CITT (Compact Implementation Technical Team) has passed down to another on the board every 6 months. Maya Rao now holds position and passed out information what CITT does and does not do. www.CSKT-Montana-CITT.org . Website shall serve as the source for public access to CITT materials. Further reporting was provided by Maya. The board and public asked questions – confirmed no sunset clause on the CITT. Irrigators are encouraged to attend the CITT meetings or view the meetings online afterwards.
Oath of Office: Trent Coleman District 1., was elected by acclamation and took oath of office.
Installation of FID officers: David Lake made motion to accept present slate of officers: Paul Guenzler, chair, David Lake, vice chair and Janette Rosman, secretary. Trent Coleman second. Passed.
April Minutes: Bruce White made motion to accept April Minutes, David Lake, second. Passed.
May Warrants: $1300.00 for O&M funds to Local Government Service (Over $2.5 M for O&M funds), CHD $55., Five Valley Law #5357, Montana State fund $449.25, Wipfli $3.000.00 second half payment for 2021/2022 audit. Submitted in May. Whaley $750. Admin: $502,998.00, O&M: $959,267.00. We are waiting on April’s balances from the County Treasurer.
Cincinnati Insurance: Janette made motion FID pay Cincinnati Insurance bill, $3166.00 due in June. David second. Passed.
Mission/Jocko CITT: Discussion held regarding the appointment of irrigator to CITT and the process used.
Public Comment: Janette, Payment from Department of Justice for Johanna Clark, $54.12 /4-24-24 came in after May meeting and will be delivered to Lake County Treasurer to deposit in FID Admin account. Ditch rider manuals were printed off for Commissioners and sent out to irrigators. Wipfli submitted 2022/2023 audit May 20th to LGS. Trent and Bruce had concerns regarding Crow Pumping Station three years before it’s able to put water into Ninepipes is a long time. There should be a way to temporarily fix the pump. CITT did mention Crow Pump is a priority. Eric Bruguier Project manager stated he would look into repair cost. Someone (?) asked if FID is collecting interest on O&M Account. May Budget shows interest of $9189.00 between 11/1/23 and 4/3/2024 has been collected. Duane Weible requested we continue to move forward with maintenance agreement concerning CSKT. Randy Doty expressed wanting to push for Crow Pump to be fixed faster. Skip Palmer agreed. Irrigators are able to reach out to the BIA directly on this issue.
