BIA Report: BIA staff were not able to attend the meeting. Paul has concerns about BIA not attending and lack of their reports at FID meetings.
Safety of Dams: They were also unable to attend the meeting. David Lake read a report from his phone.
September Minutes: Bruce made a motion to accept September minutes, Janette second. Passed
(following meeting Richard Erb made a correction. On Agenda, under Richard Erb: Richard stated at the meeting he has concerns about Whaley Accounting and Board not reviewing Whaley budget and financials reports.
Financial Report/Warrants: David Lake made motion to Accept the financial report and warrants. Click Here Design $363.00 (Includes monthly fee $55 X 2=$110 for Sept/Oct, Domain yearly Registration $25., Domain Hosting monthly $19X12=$228., (Our change of meeting time falls short of CHD payment period thus reason for two months billing). Whaley Accounting monthly fee $600, Five Valleys Law, $100., Janette Rosman $131.00, reimburse for Clerk & Recorder $5 filing fee, $25X2=$50 Lake County Ext. room fee, PO Box rent $76 (Yearly). Second by Paul. Passed. Balance in Accts: FID Admin $626,178., O&M $420,027., as of 9/30/2020.
Cassie Dellwo was unable to attend this meeting therefor the discussion on Manley Petition with the three districts regarding FJBC checking account and St. Ig., District building was postponed until November meeting. Richard Erb brough up his concerns regarding the liability of the building under FJBC ownership.
Meeting Place next 6 months: There was discussion regarding us not being able to meet at Lake County Community Development due to Covid closure. Janette suggested we meet at Lake County Community Center kitchen area for the next six months to assure us a meeting room. Paul suggested we make it three months. Motion was made by Janette and seconded by David L.; we meet at Lake County Community Center for the next three months. Janette made arrangements following the meeting reserving the room for 3 months on the fourth Wednesday, 1:00 PM of every month.
Public Discussion: There was a fair amount of discussion regarding BIA management of the project. Those comments can be written up and or emailed to the irrigators commissioners who will forward them to Janette and she will file them in a notebook of record. It was brought up if FID web site is essential? Richard Erb stated he in in favor of Web site and uses it to get the financials. Someone mentioned FID should advertise in the Newspapers when they are holding their monthly meeting. Janette will research cost of newspaper block ads for November meeting. Send FID irrigator email address to Janette and she will send them monthly agenda/notice of meeting. There is no news on what’s happening with the compact.
