Attending Commissioners: Paul Guenzler, Bruce White, Trent Coleman and Janette Rosman
Absent Commissioner: David Lake, excused.
Safety of Dams: Greg Wilson updated the irrigators and commissioners on the four FIIP dams they are working on: Crow Dam, final concrete being poured this Spring, it all depends on weather conditions. a. Reservoir Restrictions. 3. Gate tower, new outlet installed. 4. Stabilizing the Dam. Project is taking much longer than expected. Kicking Horse, a. New outlet, b. Installing cement to minimize seepage, c. gain back lost storage on all reservoirs. Mission Dam, a. replacing outflow works, b. working on Gate elements and seepage. Hubbard Dam, Safety of Dams does a review every 10 years. They are working with BIA and checking the condition of the Dam and various elements of Dam. a. seismic activity, b. hydrology. Bureau of Reclamation doing work. Took Concrete core samples of dam to determine strength and future elements of Hubbard Dam. Safety of Dams phone number 676-2600 if you want more information.
CSKT: Seth Makepeace presented a summary regarding Project Improvements being funded by BIA and Settlement Funds. You can find his spreadsheet and photos on www.flatheadirrigationdistrict.org. Recently he meet with Jocko irrigators for two days reviewing Jocko K Headworks, Lower J Headworks, NF jocko Headworks, Upper S Fish Ladder, Fall Creek Headworks, and Jocko canal to pipe conversion. CSKT is starting their improvements in that area first.
Valley View 31A, drop structure will be moved from an open canal to pipe. It drops 70feet and will be built this fall by BIA dollars approx., 1M.
Flathead Pumping Plant, BIA is working with Bureau of Reclamation distribution of WINN Act funds of 1M. This past year three pumps were running and 56 thousand acre feet of water was moved thru Pumping plant. Three of the repair items mentioned, a. Slope stability analysis, b. #2 shaft alignments, c. penstock condition assessment. Charlo Planning Area, In contractor selection phase. CSKT is selecting a team for planning Charlo area. Janette moved to amend the agenda and set a special meeting February 8, to vote on Articles of Formation and approve 638 Contract. Special meeting be held in person and via video conferencing. Video link has been sent out to irrigators who are on FID email lists. Bruce second. Passed.

Warrants: Janette moved to accept December Warrants for $1606.40. Trent Second. Passed. The following were December Warrants: Click Here Designs $55, Five Valleys Law $585.00, US Treasury Payroll deposit $183.60, Mt Withholding tax $31, Mt Unemployment $1.80. Whaley Accounting $750.00. Adm. Acct. $583,741. O&M $2,208,135. Assessment check has since cleared Treasurer office.
Review and discuss draft By-Laws for joint entity with the CS&KT. The documents were late in reaching Cassie Dellwo, attorney for FID on Tuesday. The Commissioners and Public were able to review By-laws and changes were suggested and noted. Vote on draft Articles of Formation for joint entity with CS&T was postponed until February 8, 2022 Special meeting at Lake County Extension office. 1:00 PM. Contract for 638 was put on hold for February 8th approval.
Public Comment: Janette informed commissioners and irrigators Extension office generally rents room for $75. We have never filled out an application and will do so along with a waiver for lowering the price.
