BIA report: Zim and Nick were present and reported the progress on the pumping plant repairs and additional repairs crews were doing before they were to be laid off. Nick stated some of the 7M Winn funds are being used to help repair the pumps that will get us thru 2020 irrigation season. Portland BIA is looking at putting 1M back into Winn funds for temporary repairs of pumps. Bureau of Reclamation is looking at major upgrading on the pumps in the future. All the funds are appropriated funds and not assessed funds.
November Minutes: David Lake made motion to approve November minutes, Bruce White Second.
Whaley Accounting: December Financial Package was presented:
Flathead Irrigation Admin , $655,977.00. Flathead Irrigation O&M $483,230.00. As of 10/31/2019. FJBC Account $12,907.00.
WARRANTS for December: Whaley & Assoc:, $600.00, Click Here Designs, LLC., $55.00. (Commissioner 6 months reimbursement for traveling time and $100.00 month for attending meetings). Paul Guenzler $531.32, David Lake $669.60. Dave Vincent $704.40, Bruce White $824.80, Janette Rosman $975.00. (Janette charges mileage to post agenda on District office, pick up warrants at Whaley Accounting and deliver the warrants back to Whaley Accounting following our monthly meetings. Janette Rosman part time secretary $945.68. Dave Vincent made motion to accept the warrants, David Lake second, passed unanimously. As well as monthly agenda, minutes, S3018 Daines and Tester bill and various reports. $55.00 warrant for Click Here Design is monthly fee for keeping irrigators updated.
Dave Vincent reported on phone conversation he had with Whaley Accounting regarding the difference in Admin funds. We are always two months behind with latest balances due to timing of County Treasurer reporting and our monthly meeting. December and November warrants are not reflected on financials we are looking at today. December balances are October 31, 2019 balances. Even then there are warrants that are not cashed.
Balances don’t show the true balances due to county reporting, late taxes and interest credits. Dave V. stated he is satisfied with the information has reviewed. And we have taken measures to prevent what has happened in the past.
Camas District Report: Bruce White asked Cassie to do an extension until January 9th for Camas irrigators regarding them forming their own District. Bruce stated they were having a meeting tomorrow and irrigators have to decide if they want to continue.
Montana Water Resources Assoc: MWA meeting is February 5-7 at Fairmont Hot Springs. Registration $160.00 is prior to 1/24/2020.Registration does not include lodging. Janette Rosman made a motion to approve $1500.00 to reimburse commissioners for meals, registration and lodging to attend the MWA meeting. Dave Lake second. Passed unanimously.
Public Comment: Discussion on FJBC bank balance. Cassie is working letter to Jocko and Mission Districts to re-open the Manley Lawsuit. Discussion on $101,000.00 withdrawn from FID account in 2015/16 to pay bills. Disclosed in audits. Cassie gave Janette documents regarding District office building in St. Ignatius that are filed in Secretary notebook, January 2020.
