I am (Larry) sending this message regarding water availability dates, and provisional dates that the end of the 2021 Irrigation Delivery Season will conclude. The following dates were proposed at the Flathead Irrigation District Meeting held in Ronan, Montana at the Lake County Extension Office today at 1:00 PM.
The proposed end date of water delivery for the North Mission Division (Dan Olson – Water Master), was announced as August 24, 2021. This is subject to change should water storage become available.
The proposed end date of water delivery for the South Mission Division (Stormy Bacon – Water Master), was announced as August 18, 2021. This is subject to change should water storage become available.
The proposed end date of water delivery for the Arlee Division (Stormy Bacon – Water Master), was announced as August 15-20, 2021. This is subject to change should water storage become available.
The proposed end date of water delivery for the Camas Division (Dan Olson – Water Master), was announced as August 31, 2021. This is subject to change should water storage become available.
Reminder, these are provision dates and may be subject to changes in water usage and conditions.
June Minutes: David Lake made motion to accept June minutes. Trent Coleman Second. Passed
Warrants: Bruce White made motion to accept July Warrants, Janette Second. The following warrants were paid: Click Here Designs, LLC, $55. Five Valley Law, PLLC $1513.50 (This bill needs to be broken down and assigned to the different entities’ that worked on CME survey completed in June. Five Valley Law paid for their services. Five Valleys Law, PLLC $43.00 legal services, United States Treasury-payroll tax deposit $188.18, Department of Revenue Mt Withholding tax $32.00, Whaley & Assoc. PC, monthly accounting. Janette Rosman meeting Room reimbursement $150.00 (6 months), David Lake MWRA Conference expenses $685.81. Total Warrant Expenses $3417.49. Flathead Irrigation Admin $598,103. Flathead Irrigation O&M $362,582 (balances).
O&M Budget: Janette Rosman made motion to accept the O&M Budget as presented for 2021/2022. David Lake Second. Passed.
O&M Bill: David Lake made motion to pay O&M Bill. $1,471,084.78 Trent Coleman second. Passed.
Admin Budget: David Lake made motion to accept 2021/2022 Admin Budget. Trent Coleman second. Passed.
Admin Rates: Janette Rosman made motion leave Admin Rates at zero for 2022. David Lake Second. Passed.
Cassie Delwo: Distribution of Assets: Cassie had signed Settlement Distribution and Right of First Refusal documents from Mission and Jocko. In the discussion with Ray Swensen who attended this meeting Mission and Jocko had a question regarding the 15 days for Mission and Jocko to respond to a buy sell should FID sell their share. Ray did not understand signing the Right of First Refusal Cassie would be sending them to Judge Manley. Both documents are signed by Ray and Boone. Cassie stated she was not comfortable moving forward submitting the documents to Judge Manley. We will kick the can one more month because Ray was unaware what he signed. Mission and Jocko did not share their part of the fees. $40 each. She will send them another invoice.
CME: There was discussion between FID commissioners and irrigators regarding CME. Cassie will be working with Rhonda Swaney, Tribal Attorney. Old CME is being used for guidelines and attempting to determine the vehicle of new CME. Nothing has been determined. Survey is being tailored to voice the opinions of irrigators. Cassie, “We are in discussion, working via Old CME, there is not a new draft yet.” David Lake, “We did scratch reassumption clause. We’re getting rid of it.”
Presently there is no draft of new CME to share with irrigators and public.
Public Comment: September meeting will be held in the Kitchen area of Extension office. St. Luke will be using present meeting room for their Fall Gala event.
